Market Snapshot

Where chinese web development stands today

China is the world's largest internet market by users (1.09 billion internet users) and operates the world's most distinct digital ecosystem - ” the Great Firewall blocks Google, Facebook, YouTube, WhatsApp, and most Western SaaS tools, requiring China-specific platform strategies. Baidu (search), WeChat (Tencent, super-app + mini-program platform), Alibaba (e-commerce + cloud), JD.com (B2C e-commerce), Douyin (TikTok's domestic version), and Didi (ride-hailing) collectively form the Chinese internet infrastructure that all domestic web development must integrate with. Any website operating in China requires an ICP licence (Internet Content Provider licence) issued by MIIT (Ministry of Industry and Information Technology), which requires a legal entity registered in mainland China - ” making international companies building China-market sites dependent on a local entity or partner. PIPL (Personal Information Protection Law, 2021) is China's comprehensive privacy law - ” modelled partly on GDPR but with specific China requirements including mandatory data localisation for certain data types, cross-border transfer security assessments by CAC, and consent requirements broader than GDPR's.

Worth Knowing

China's WeChat Mini Programs platform (Weixin Xiaochengxu) has 600 million daily active users and hosts 4.5 million mini-programs - ” making it the world's largest alternative web ecosystem. For B2C brands in China, a WeChat Mini Program is often more important than a traditional website: it integrates with WeChat Pay, allows viral sharing across WeChat's social graph, and reaches demographics that will never visit a traditional .cn website.

FAQ

What clients ask about chinese web development

What is an ICP licence and why is it mandatory?

An ICP (Internet Content Provider) licence is issued by China's MIIT and is legally required for any website with a .cn domain or hosted in mainland China. Commercial ICP licences (ICP 经营性) are required for e-commerce and paid services; non-commercial (ICP 备案) for informational sites. Without an ICP licence, hosting providers in China will not serve your website. Foreign companies need a mainland China-registered entity to apply.

How does PIPL differ from GDPR for website compliance?

PIPL requires: explicit consent for all personal data processing (broader than GDPR's legitimate interest basis); mandatory data localisation for critical information infrastructure operators; security assessments by CAC (Cyberspace Administration of China) before transferring personal data overseas; DPO designation for large processors; breach notification within 72 hours. Unlike GDPR, PIPL has no 'legitimate interest' basis ” consent or explicit legal provision is required for all processing.
